If you're trying to make work work better then think "Effective>Efficient>Scaleable".
The order matters.
Obviously enough, making something that's ineffective more efficient only amplifies problems. More of the wrong thing, faster.
So work out what works first.
Similarly, solving the problems required to scale a solution before you have a solution is putting the cart before the horse. You might not need to change the roles, measures, policies, IT, etc so don't assume that you will.
More subtly though, many of the commonplace assumptions about what can scale and what it takes to scale are part of the thinking that got us here. If improvement requires new thinking then worrying about scale too soon only closes down the solution space, locking in today's issues or swapping them for their closest cousins.
So try this: Effective then Efficient then Scaleable.
